Proof of Delivery for Durable Medical Equipment (DME), Supplies, and Nutritional Products

Date: January 8, 2025

Attention: Providers

Call to action: Texas Children’s Health Plan (TCHP) would like to make providers aware that the Durable Medical Equipment (DME), Supplies, and Nutritional Products proof of delivery information has been updated in the Texas Medicaid Prover Procedure Manual (TMPPM). It states, in part, “…proof of delivery must be printed from the carrier’s website as confirmation that the supplies were shipped and delivered.” Health and Human Services Commission (HHSC) recognizes that few if any DME providers print out records and instead rely on digital tracking methods. Therefore, HHSC requires TCHP and other MCOs to account for DME providers using third-party distributor electronic tracking. Delivery confirmation from the third-party distributor and corresponding tracking number from the third-party distributor’s carrier should be considered as proof of delivery.

How this impacts providers: This information updated in the TMPPM, can be found here Durable Medical Equipment, Medical Supplies, and Nutritional Products Handbook Section 2.2.4.

Next step for Providers: Providers should follow the guidance regarding the proof of delivery for DME supplies and nutritional products found in the TMPPM and share this information with their staff.
