REMINDER: Mental Health Targeted Case Management and Mental Health Rehabilitation Provider Training Requirements

Attention: Mental Health Targeted Case Management and Mental Health Rehabilitation Providers

Call to action: Texas Children’s Health Plan (TCHP) would like to remind providers of the training requirements for Mental Health Targeted Case Management (MHTCM) and Mental Health Rehabilitation (MHR) services. The provider types required to complete the training are the local mental health/behavioral health authority (LMHA/LBHA) or a non-LMHA and licensed personnel.

Training information: Network providers and licensed personnel must complete the applicable TCM/MHR training requirements outlined in the Uniform Managed Care Manual (UMCM) Chapter 15.3 (or its successor) before delivering any TCM/MHR services to TCHP Members.

TCHP’s Annual Schedule

  • March-April outreach with attestation forms
  • Attestations collected until June 30th of each state fiscal year (SFY).

Monitoring Compliance

TCHP is contractually required to verify provider compliance with applicable training requirements at least annually. Compliance is demonstrated with a timely and completed annual provider attestation, every SFY by June 30th. Click here to complete the attestation.

Consequences for Providers out of compliance

  • Failure to provide annual attestations can negatively affect claims payments.
  • Corrective action when deficiencies are identified.

Next step for Providers: Providers are strongly encouraged to update their PEMS enrollment information with Texas Medicaid & Healthcare Partnership (TMHP) to reflect all applicable certifications, including Targeted Case Management (TCM) and Mental Health Rehabilitation (MHR). Providers should also share this information with appropriate staff and adjust internal processes as needed to ensure training requirements are met.
