Certain Providers Must Revalidate Under CMS Revalidation Initiative

Date: October 27, 2026

Attention: Providers

Notification date of change: October 31,2026

Call to action: Texas Children’s Health Plan (TCHP) would like to make providers aware that the Texas Health and Human Services Commission (HHSC) is implementing a Medicaid provider revalidation strategy in support of a federal revalidation initiative established by the Centers for Medicare & Medicaid Services (CMS).

As part of this effort, HHSC may require certain Medicaid providers to complete the revalidation process earlier than their currently assigned due date or take additional actions to ensure enrollment records remain accurate and up to date before June 5, 2028.

The Texas Medicaid & Healthcare Partnership (TMHP) will notify providers affected by this change beginning October 31, 2026. Notifications will be distributed through multiple channels, including:

  • The Provider Enrollment and Management System (PEMS)
  • A mailed letter
  • Email

Providers who receive a notification should carefully review the instructions and take any required action within the specified timeframe to maintain accurate enrollment records and avoid potential disruptions to their Medicaid enrollment status.

For additional information regarding provider enrollment and revalidation requirements, visit the TMHP website or monitor communications received through PEMS.

How this impacts providers: Revalidation Due Dates May Change

The Centers for Medicare & Medicaid Services (CMS) require all states to complete revalidations for impacted providers by June 5, 2028. To meet this requirement, TMHP may update the revalidation due dates for certain providers.

TMHP will notify affected providers by email if their due date changes. Providers can verify their current due date by viewing the Revalidation Due Dates column on the Provider Information page in PEMS.

Note: Providers may begin the revalidation process up to 180 days before their due date. TMHP encourages providers to start the process as soon as their revalidation period opens to allow sufficient time for corrections, requests for additional information, or screening requirements that may arise during processing.

To help providers complete the revalidation process on time, TMHP will send reminder notifications 180, 120, 90, and 45 days before the revalidation due date.

Verify Email Addresses in PEMS
To ensure receipt of revalidation notifications and reminders, providers should verify that the primary and secondary email addresses in their PEMS profile are current and accurate.

Important: Providers that use the State of Texas Electronic Provider System (STEPS) must ensure that the primary email address in PEMS matches the email address associated with their Primary Entity Contact (PEC) in STEPS.

How to Update Email Addresses in PEMS

To update a primary or secondary email address:

  1. Navigate to your enrollment record in PEMS.
  2. Select Edit Enrollment Record from the page header.
  3. Select Create Request and choose the Maintenance – Provider Information – Change Email request type.

This will ensure that your contact information remains current and that you receive important revalidation notifications and reminders from TMHP.

In-Flight Revalidation Applications

TMHP will notify providers with an in-flight revalidation application through PEMS if they are affected by the revalidation initiative. These providers should continue working to finalize their in-flight revalidation application.

Revalidation Extensions Not Applicable
Providers that are affected by this revalidation initiative are not eligible for any revalidation due date extensions. HHSC will disenroll them from Texas Medicaid and all associated state health care programs if their revalidation is not completed by the due date as specified in PEMS.

Providers that have been disenrolled must submit a reenrollment application through PEMS.

Important: Submitting a revalidation application by the due date is not enough to avoid disenrollment. A revalidation is complete only when the revalidation application status in PEMS shows “Closed-Enrolled.”

Next step for Providers: Providers should access the following resources as needed for guidance and share this with their staff.

PEMS Revalidation Resources

Providers may refer to the PEMS educational videos on TMHP’s Provider Enrollment & Management System YouTube playlist, which includes the following:

The following resources provide more information about Medicaid provider revalidation requirements and common deficiencies to avoid:

Providers can access the Provider Enrollment Help page or the PEMS Instructional Site on tmhp.com for additional revalidation support.
