EVV Alternative Device Policy Reminder for PSOs

Attention: Proprietary System Operators (PSO) and Financial Management Services Agency (FMSA) Providers

Subject: EVV Alternative Device Policy Reminder for PSOs

Call to action: Texas Children’s Health Plan (TCHP) would like to remind Proprietary System Operators (PSO) currently using only an alternative device to clock in and clock out that they must begin using a different Texas Health and Human Services Commission (HHSC)-approved clock in and clock out method when submitting visits to the EVV Aggregator. This change is required to comply with the alternative device limitation policy that went into effect on September 1, 2025.

HHSC EVV Business Rules for Proprietary Systems v3.1 EVV Business Rules Proprietary Systems v3.1were implemented on March 12, 2025, to support PSO compliance with the alternative device limitation policy. The business rules require all PSOs and their EVV proprietary systems to offer an approved mobile method for clocking in and clocking out.

Per sections 5020 EVV Proprietary System Operator Responsibilitiesand section 5060 EVV Proprietary System General Operationsof the EVV Policy Handbook, all PSOs, regardless of the clock in and clock out methods listed on the accepted HHSC EVV Proprietary System Request Form or the signed Certification Form filed with Texas Medicaid & Healthcare Partnership (TMHP) and HHSC, are required to offer the mobile method option for their service providers.
