HHSC to Begin Collecting FMSA SFY 2024 Cost Survey

Call to action: Texas Children Health Plan (TCHP) would like to let providers know that the Texas Health and Human Services Commission (HHSC) will begin collecting cost surveys for the state fiscal year (SFY) 2024 on September 1, 2025.

The purpose of the cost survey is to collect Financial Management Services Agency (FMSA) costs for SFY 2024 for all FMSAs in Texas. This cost information will be used in the review of current FMSA rates for Medicaid and non-Medicaid programs. HHSC is collecting the cost survey in accordance with HHSC’s Medicaid State Plan, which requires HHSC to collect provider cost data to support the FMSA reimbursement methodology on a biennial basis.

Next steps for providers:

• Please download FMSA SFY 2024 Cost Survey template from Provider Finance Department (PFD), Long-term Services and Supports (LTSS) website and submit to HHSC by email by 11:59 p.m. on Monday, December 1, 2025. Return all completed cost surveys to HHSC PFD, LTSS at PFD-LTSS@hhs.texas.gov.
  • The FMSA SFY 2024 Cost Survey template will be available to download on September 1, 2025.
• HHSC has published the Information Letter (IL) 2025-18 regarding the FMSA SFY 2024 Cost Survey. Frequently Asked Questions (FAQ) information can be accessed at the HHSC PFD LTSS webpage.
