Updates to Quality Measures in CHIRP, TIPPS, and P4Q Programs

Call to action: Texas Children’s Health Plan (TCHP) would like to inform providers of upcoming changes from the Texas Health and Human Services Commission (HHSC) to certain quality measures used in directed payment and pay-for-quality programs.

What’s Changing

HHSC is removing several immunization-related quality measures beginning in State Fiscal Year (SFY) 2027 to align with updated federal guidance.

Directed Payment Programs (CHIRP & TIPPS)

  • Removal of the pay-for-performance IMM-2 Influenza Immunization (C3-171) measure from SFY 2027 CHIRP, impacting urban and children’s hospitals participating in SFY 2027 CHIRP Component 3.
  • Removal of the pay-for-performance Immunization for Adolescents (T2-114) measure from SFY 2027 TIPPS, impacting SFY 2027 TIPPS-participating health related institution (HRI) physician groups and physician groups affiliated with hospitals that receive indirect medical education (IME) funding.

HHSC is making the following changes to measurement years 2026 and 2027 medical Pay-for-Quality (P4Q) Program measures to align with recent federal guidance:

  • Removal of Childhood Immunization Status (CIS-10) from STAR at-risk measures
  • Removal of Immunizations for Adolescents Combination 2 (IMA-2) from CHIP at-risk measures
  • Removal of Childhood Immunizations Status Combination 10 (CIS-10) from CHIP bonus pool

What This Means for Providers

  • These measures will no longer be used for performance or payment calculations starting in SFY 2027
  • HHSC will recalculate performance and benchmarks using the remaining measures
  • Funding tied to removed measures will be redistributed across other quality measures

Important Notes

  • Providers do not need to take action at this time
  • Updated program details, measure specifications, and benchmarks will be released by HHSC in Fall 2026
